12.1. The Private Council of Nine
The Private Council of Nine shall consist of nine (9) members, each possessing a verified vibratory Service‑to‑Others (STO) signature of 95% or higher. The members are appointed by the Trustee Guardian under the same divine principles and spiritual guidance as the Scientific Commission (Section 3.4). Initially, the two Trustees form the Council, and qualified members join as they are appointed. Once three (3) qualified members have joined, the Trustees withdraw, and the Council continues with its qualified members, growing until all nine (9) seats are filled. Where more qualified members are available, regional or national Councils may be established on the same model. The prominent duties of the Private Council of Nine are strictly defined as follows:
Unification of Compassion and Wisdom Aid Allocation
To allocate funds on behalf of the Association to sovereign entities requesting aid from the Charity & Legal Shield Pool (10%) in a manner consistent with the Law of One.
Spiritual Advisory
To offer clear guidance to members of both the Private Sanctuary Layer and the Public Interface Layer who are unsure how to serve entities requesting aid in a manner consistent with the Law of One.
Internal Assembly
To democratically determine and resolve internal questions within the council itself in a manner consistent with the Law of One.
Mediation and Dispute Resolution
To facilitate mediation and absolute dispute resolution between members of both the Private Sanctuary Layer and the Public Interface Layer in a manner consistent with the Law of One.
Proliferation of the Law of One
To proliferate the Law of One to increase the Service‑to‑Others (STO) harvest and for the evolution of consciousness.
12.2. Governance and Meditative Covenants
In the event of a relational difference or explicit dispute between two or more members for any reason, the energetic Service‑to‑Others (STO) signatures of all members involved in the event shall be verified immediately.
Termination Threshold
If the verified energetic signature of any active member under the Private Membership Agreement (PMA) drops below the threshold applicable to them under Section 11.10 (75%, or 60% for technicians, engineers and prototype builders), their membership within the Association is terminated immediately. In all other cases, the dispute is resolved through mediation by the Council.
The Absolute Forgiveness and Forbearance
This action is executed without grudges, without emotional charge, and with full, absolute forgiveness and forbearance to the parting member, respecting their free‑will choice to change the direction of their spiritual path.
The Rehabilitation Protocol
Parting members who failed to qualify under the baseline Service‑to‑Others (STO) energetic signature filters are advised to work diligently on their inner self, clearing any blockages in their Energy centres (Chakras) and balancing them to help them advance in Service‑to‑Others (STO) pathways. They are warmly encouraged to reapply for active status after a minimum healing period of six (6) months.
